Brief Bio
Professor Dr. Ebba Ossiannilsson is an independent researcher, expert, consultant, quality auditor and influencer in the fields of open, flexible online and distance learning (OFDL) and the "new normal". Her focus is on quality, innovation, leadership, and personalised learning. She works primarily at the strategic and policy levels, both nationally and internationally, and with key international organizations. She is committed to promoting and improving OFDL in the context of SDG4 and the futures of education. Ossiannilsson has nearly 20 years of experience in her field. She holds a PhD from the University of Oulu, Finland. She works as a reviewer and expert for the European Commission and collaborates with the Joint Research Centre for Quality in Open Education. Ossiannilsson also collaborates with the ITCILO, and with ICoBC (International Council on Badges and Credentials). She is a member of the ICDE Executive Committee and previously served in the Board on EDEN and EUCEN. Ossiannilsson is a quality expert and reviewer for ICDE, EDEN and the EADTU. Ossiannilsson is chair of the ICDE OER Advocacy Committee, and member of the ICDE Quality Network. She is regularly invited as a keynote speaker at conferences. She is a guest editor for several special issues and a member of the editorial board of several scientific journals. She is regularly engaged as a keynote speaker and is currently working on book projects in the field of OFDL. Her publications include more than 200. She has awarded fellowships to the EDEN Fellows, EDEN Council of Fellows, and Open Education Europe. She is a ICDE OER Ambassador, Open Education Europa Ambassador, and Champion at SPARC Europe. On a national level, she is a Quality Developer at the Swedish Institute of Standards (SIS) and for ISO. She is a member of the Digital Skills and Jobs Coalition Sweden and Vice President of the Swedish Association for Distance Education. She is currently working on a governmental initiative on quality in distance education at the National Council for Higher Education.

SCOPE

Blended learning comprises personal learning in high quality. This generally accepted and personalisable method deals with learning, facilitates and supports it. UNESCO And the Commonwealth of Learning emphasizes this approach because it makes learning more flexible and convenient. This will help students to be part of a global digital society. The blended learning model requires changes in the role of teachers and learners. These changes are accompanied by changes in personal responsibility and empowerment, where learners become prosumers and orchestrate their own learning in terms of time, place, attitude, path and pace. Blended learning involves people as learners, teachers, administrators, technicians, executives and managers with a variety of aspirations and ambitions. It is clear that the focus is again on quality, and the blended learning approach deserves to be considered.

PUBLICATIONS

After thorough reviewing by the special session program committee, all accepted papers will be published in a special section of the conference proceedings book - under an ISBN reference and on digital support - and submitted for indexation by DBLP, Web of Science / Conference Proceedings Citation Index, EI, SCOPUS, Microsoft Academic, Semantic Scholar and Google Scholar.
